I'm afraid the simple question of index vs. active investing does not give a true picture of an indexing strategy. Indexing has become broader and more complex than the traditional legacy indexing of the past. We have fundamental indexing which opens a whole new indexing discipline.
Is fundamental indexing that much different than active management with a good fundamental discipline in place?

Any index that is often changed (say monthly) is not a static index and will approach active management in style. But indexes that are fairly static are still indexes. My 2 cents.

I think a better measure is portfolio turnover %age. Pick a percentage that you would consider as not static.

On average DJIA components changed every two years and they made every effort to not increase the frequency. Using my definition DJIA is an index. But, hey, I am easy - you can convince me that it is not an index. I will go along with that too

"Using my definition DJIA is an index." What is your definition? anitya, please see my response to helmut a few messages above. If the index composition doesn't change often then it is an index. DJIA only changes every 2 years on average.
