Is it possible to buy a closed fund in another account?

Hi,

I hold VHCOX - V'rd Capital Appreciation Fund - in a Roth IRA account at Vanguard. 
Does V'rd allow me to buy this closed fund in another account (for example, Traditional/Rollover IRA account)?

It is not letting me buy Online? Do I need to check with Customer Service?

Vanguard allowed me to transfer shares of a closed fund into a different account. I had to contact them, there was no way to do it online.
That was probably 2 to 3 years ago.

Personal Advisor Services® or Vanguard Flagship Services®. Clients of Vanguard
Personal Advisor Services may open new Fund accounts without limitation in
their advised portfolios."

I invested $25K in Vanguard Primecap Fund (new position) within my Vanguard Roth IRA after attaining Flagship status.
I had the option to purchase an additional $25K of Primecap shares (new position) in my Vanguard taxable account during the same calendar year.
These purchase options were available online.
