Does quant fund means computer algorithm decides the holdings instead of managers? Is that good or bad?

@waffle , some fund managers like to kick tires - visit companies, talk to managers and competitors and use that info in conjunction with company reports. They hope to find some unique insights that everyone else may be missing. As expected, ERs tend to be high.
Quant funds just use computer screens to narrow hundreds/thousands of stocks into a manageable number. Some boast about never visiting a company or not wasting time talking to management (thinking that they will only give good info and hide bad info). ERs can be low.
Both extremes can be bad.

Basically, they work until they don't, and when they don't, it's usually pretty catastrophic. Bridgeway, Team Asset Strategy, Wegener, ... the list is endless. Even VG's minimum volatility quant fund fell flat on its face. I nibbled on DODEX before the quant strategy was fully disclosed. Now that I can see the list of holidngs, I have already spotted a couple of holdings that no manager in his right mind would own (due to well publicized corruption issues). Hence, I am bidding adieu to DODEX today and distributing the proceeds into other funds in the IRA account.
