@slooow , The one other country I know of that doesn't withhold taxes on dividends paid into an IRA is the UK. I believe UK also doesn't withhold taxes on dividends paid into a taxable account, unless something has changed recently. And UK dividends are eligible for treatment as qualified dividends for US holders. These are benefits of holding UK stocks versus continental European shares. Edited to add: Though I'm not 100% sure that European stocks can't count as qualified dividends for taxable accounts!?
